Procedure to determine the MEANS and their COSTS
1) Determine the human, physical and financial means necessary to execute the planned activities.
2) Determine the human, physical and financial means necessary for management and support activities that have not been formulated in the logical framework.
3) Classify the means and their costs by origin; government, donor, beneficiaries, etc.
4) Calculate the costs for the means as determined and divided among the financing partners, and prepare the total budget.
LOGICAL FRAMEWORK
Logframe is a set of related concepts that describe in an operational way the most important aspects of an intervention. The description is presented in the form of a matrix. It enables to verify whether the intervention has been well designed. It also facilitates improved monitoring and evaluation.
Logical Framework is a way of presenting the contents of an intervention.
Logframe assists people who are preparing a project to formulate and structure their considerations in a better way, and to describe the project clearly and in an standardized way.
The matrix is concise, easy to apply in documents and lessens the workload of several people at the different phases of the project cycle.

Objectively verifiable indicators and sources of verification
The OVI are operationalization of the intervention logic. They describe the objective, purpose, results and activities in terms of target groups(s), quantity, place and time.
Objectively Verifiable Indicators and Sources of Verification
The operational description provides insights in the objective, purpose, results, and activities and enables:
to verify the viability and sustainability of the project purpose and intermediate results; monitoring o the project purpose, intermediate results and activities.
OVI should respond to the following questions?
What is the product of intervention? X Liters of Water
How is it distributed and paid for? Sold at the Villagers
Period of time the product will be available? 30 years
Which target group will profit from the product? Cooperatives
The sources of Verification
Documents, reports and other sources providing information and permitting judgments regarding the actual progress towards over-all objective, project purpose and intermediate results which are made operational by means of the indicators.
Procedure to define the OVIs
1) Specify for each activity, for each intermediate result, and for the project purpose and over-all objective: target groups, the quantity, the quality, the time, the place.
2) Verify whether each OVI describes the objective, purpose, or result accurately.
Procedure to determine the sources of verification
1) Determine which sources of verification would be necessary to obtain information on the OVIs
2) For the sources of verification that are situated outside the intervention, is should be verified whether: their current form is appropriate; they are specific enough; they are reliable; they are accessible; costs to obtain information are reasonable
